Designations

For Designation as a Qualified Anti-Terrorism Technology (QATT), a technology must demonstrate effectiveness during operational testing or through prior use. Designation provides limited liability for third-party claims arising out of the deployment of the QATT with respect to an "Act of Terrorism." The maximum liability is determined by DHS, and the Seller is required to maintain liability insurance at that level. Other protections include immunity from punitive damages. A full Designation normally lasts for 5 years and can be renewed. Any technology deployed during its period of Designation is protected for the lifetime of its deployment.

The Technology can be fully or partially implemented, and includes design, development, testing, installation, and integration services.


National Hockey League (NHL)

National Hockey League (NHL), NHL Enterprises, L.P., NHL Enterprises, Inc., and NHL Interactive CyberEnterprises, LLC, provide NHL Arena Security Standards Program. The Technology is a comprehensive set of security standards and best practices for arena security at NHL events, supported by the NHL assessment and security training program. The Technology also includes development and update of the NHL Requirements for Arena Security and other security operations plans, policies, procedures, and recommendations provided to NHL Clubs and Arena Operators; the NHL Security Operations Center for intelligence analysis and dissemination; the processes for recruiting, screening, and training NHL personnel and vetting and selection of third-party consultants, who provide the Technology.


Ilitch Holdings, Inc. et al

Ilitch Holdings, Inc. et al provide the Security Program and Security Design for Little Caesars Arena/Detroit Events Center (the Technology). The Technology is a complex security design and security program for the sporting, entertainment, and mixed-use complex, Little Caesars Arena/Detroit Events Center. The Technology combines a series of policies, procedures, and trained personnel with physical and electronic security measures. The Technology is deployed on a 24/7 basis.


STG Logistics, Inc.

STG Logistics, Inc. provides a Certified Cargo Screening Facility (CCSF) under the Certified Cargo Screening Program, which are secure facilities established per directives the Transportation Security Administration (TSA) issued for screening and securing cargo transported on passenger aircrafts.


Alclear, LLC

Alclear, LLC, provides CLEAR, the Technology. The Technology is a voluntary, biometrically secured, identification and access system for use as part of the Transportation Security Administration’s (TSA) Registered Traveler program or other similar programs. The Technology also includes site surveys, installation and integration operations, training, technical manuals, warranty and maintenance services, customer support services, selection criteria for TSA-approved technologies, venders, and commercial-off-the-shelf products, the associated personnel qualification program, and spare parts.

ASM Global, LLC provides the ASM Global Security Program for the Caesars Superdome. The Technology is an integrated security program composed of physical and electronic security measures, policies and procedures, and personnel, designed to detect, deter, prevent, respond to and mitigate Acts of Terrorism and security threats against the Caesars Superdome.


K2 Solutions, Inc.

K2 Solutions, Inc., a North Carolina corporation, operates as a Certified Cargo Security Facility-Canine (CCSF-K9) provider in accordance with directives the Transportation Security Administration (TSA) issued for the screening and securing of cargo, which will be transported on passenger and all-cargo aircraft.


Lion Global Foundation, dba Counterterrorism Education Learning Lab

Lion Global Foundation, dba Counterterrorism Education Learning Lab (CELL), provides the Community Awareness Program® (CAP®). The Technology is an interactive, behavior-focused training program taught by trained members of the public safety community, designed in accordance with recommendations from the Information Sharing Environment-Suspicious Activity Reporting (ISE-SAR) Functional Standard v.1.5, the foundation for the Nationwide Suspicious Activity Reporting Initiative, and the Federal Emergency Management Agency (FEMA).

The Technology is a remote system allowing for the transmission of X-ray images to a remotely located bomb technician who provides immediate safety advice for the X-ray machine operator. The Technology also includes the recruitment, hiring, and training of SmartTech® personnel.


Michael Stapleton Associates, Ltd., d/b/a MSA Security

Michael Stapleton Associates, Ltd. provides Explosive Detection Canine (“EDC”) Teams. The Technology is single-purpose explosive detection canine teams comprised of one handler and one canine. It is deployed to Government and commercial customers to locate stationary explosives in vehicles, cargo, luggage, and boxes. The Technology includes the recruitment, hiring, and training of the employees providing these services. The Technology does not include deployment of armed security personnel; detection of person-borne explosives or crowd screening where detection is performed through use of a canine following explosive scents to distant or moving targets; actions initiated by the Seller’s clients after an initial canine alert on an object; or, emergency response procedures established by the Seller’s individual clients.
