Certifications

For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the seller’s specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.

International Business Machines Corporation provides the Risk Assessment Platform (“RAP”) system (the “Technology”). The Technology is a system of integrated hardware, software, and services incorporated into an operating framework that can provide authentication and risk assessment information to the Transportation Security Administration (“TSA”). The main technical components that comprise the Technology are the TSA Consolidated Screening Gateway, the TSA Secure Flight program, and the TSA Transportation Vetting System. The Technology also includes installation and configuration, training, and maintenance services.

Battelle National Biodefense Institute, LLC

Battelle National Biodefense Institute, LLC provides Management and Operations Services for the National Biodefense Analysis and Countermeasures Center (the “Technology”). The Technology is science–to-operations services for the Federally Funded Research and Development Center designed for biological threat characterization, forensic analysis, and scientific, technical, and program support.

The Technology also includes worksheets, guides, handouts, videos, and testing materials.

Ryder System, Inc. provides the Global Supply Chain Security Program (the “Technology”). The Technology is a set of policies and procedures for secure delivery of goods being imported or delivered into the United States from international locations. The Technology includes development of policies and procedures, hiring and vetting of employees and third-party contractors, training, and quality assurance over implementation of the Technology. The policies, procedures, and implementation of the Technology comply with, and are certified under, the voluntary U.S. Customs and Border Protection (“CBP”) Customs-Trade Partnership Against Terrorism (“C-TPAT”) program.

Explosive Countermeasures International, Inc.

Explosive Countermeasures International, Inc. provides Explosive Detection Canine Teams (the “Technology”). The Technology provides a military-trained or law enforcement-trained canine handler with an explosive detection canine to detect odors associated with explosives. Michael Stapleton Associates, Ltd. provides Explosive Detection Canine Teams and SmartTech Explosive Detection System (the “Technology”). The Technology also includes the recruitment, hiring, and training of the employees providing these services. The Explosive Detection Canine Teams component of the Technology has received SAFETY Act Designation and Certification. The SmartTech component of the Technology is a system that allows for the transmission of X-ray images to a remotely located bomb technician who provides immediate safety advice for the X-ray machine operator; this component of the Technology has received SAFETY Act Designation.
